As Managing Partner, Donna actively participates in developing the plan of action for every Winning Strategies client and then working with the team to meet client expectations and objectives. She is responsible for all WSW business operations.

During her tenure at WSW, she has expanded client services, launching Weekly E-News, federal marketing and grants services. Donna has also actively expanded the company’s client base to include trade associations, foundations, pharmaceutical, defense and telecommunications companies, among others. She is regularly invited to speak to industry, community and political organizations, providing insight on both politics and policy developments in our nation’s capital. Most recently, she was a featured speaker for the Christie T. Whitman Excellence in Public Service Series and the Commerce and Industry Association of New Jersey for whom she is a featured speaker each year on their annual visit to Washington.

Donna spent 17 years working on Capitol Hill before joining WSW. Her previous posts include serving as Chief of Staff, Legislative Director, and Appropriations Staff Associate for two Members of the House who served on the Appropriations Committee.  She is an expert in the annual federal budget and appropriations process and has additional extensive policy experience in health care, higher education, defense, trade and commerce. 

Ms. Mullins has managed and served as an advisor on a number of political campaigns.  Ms. Mullins graduated from Northwestern University with a B.A. in English Literature.
